A quick search only yielded a recommendation to use a Windows application called GameSave Manager that supposedly can do this, but because two thirds of the application's website is plastered with assurances that it's not riddled with viruses I'm 99% certain that there's something else wrong with it. Is there a way to download the Windows save files from Steam Cloud without going through the kerfuffle of either installing Windows (not gonna happen) or installing the Windows version of Steam in Wine and re-downloading the whole game? I'd rather do neither of these things. So it looks like I'll have to somehow obtain the Windows saves and replace the Linux versions. And the Cloud Save usage is still 3.05 MB so nothing has been overwritten with the saves that the game created when I ran it on Linux. I even deleted the save files, restarted Steam, and observed Steam redownload the 282,3 kb save files again.
The save games might be completely different for the Linux version, stored in a different "depot" or something like that, since Steam shows the used cloud save size as 3.05 MB while the save files that were automatically created when I ran the game are only 282,3 kb in size. It seems there's a known problem with Steam Cloud saves for the game not being downloaded on Linux and the developers don't seem to care.
However, when I launched the game Steam complained it was unable to download my saves. I played Torchlight II on Windows some years ago and am now glad to see that it has a Linux version.
